Why would he be mentioned? he wasn't a thing when this came out and his point in the timeline was almost 30 years prior to SH3.

There would be no point, save for fan service(Which is frowned upon usually) to have him in this.

I just thought that since he was the one who originally shot the order's plans to hell by helping Alessa, and that Claudia was very into the whole "destiny crap" I thought that Heather might have residual memories of the mysterious man who saved her, or that it would be mentioned that the order murdered him later as retribution.

But he was never murdered. Seeing his appearance in Homecoming and the fact that he leaves after dropping Alex off, it implies he is still alive and that Silent Hill is done with him and he's free.

 also this story finished almost a year before Origins came out. Origins came out in 2007.

Stars…twisting, burning in the abyss…the lights of a carousel alone in the night.
Through the haze, the mist and sorrow a stray child drifted, knife in bloodstained hands.
